It is easier to use a different setting. It is easier to let the camera choice the settings.

Teacher or para will help student change setting from one to another.
Guided learning, scaffolding, student groups

Advanced learners will work on experimenting changing two out of three settings.

Can the student demonstrate their understanding of the relationship between three fundamental settings and obtain balance in a photo. Do they demonstrate the understanding that if you can not change the ISO  they have to change another side of the triangle, you usually have to adjust one or both of the others to keep the exposure consistent.
